Vehicle Registration in Montenegro: Steps and Costs

How to register and renew a car in Montenegro: technical inspection, compulsory insurance, fees, documents, deadlines and FAQ. Step by step.

What registration covers and how long it lasts

Registration in Montenegro is valid for one year. You receive a registration certificate (saobraćajna dozvola) and a registration sticker. Both are valid for one year. Registration is handled by the owner's place of residence.

Every year you repeat the same cycle: technical inspection, compulsory insurance, payment of fees, and a new renewal request. The first registration after a purchase follows the same steps. In addition, you need the notarised contract and proof that you paid the sales tax.

First registration after a purchase

The order is: 1) the notary certifies the contract; 2) you file a request for the used-vehicle sales tax within 15 days of the purchase; 3) you pay the tax under the decision (within 10 days of receiving it); 4) technical inspection; 5) insurance; 6) the registration request. Without proof of payment the car cannot be registered.

The tax is a separate topic. The rate is 5% of market value. A temporary rate of 2.5% applied to buyers who paid within 180 days of the start of application of the law. Check the current rate on the Tax Administration website. For more on the contract and the tax, read our guide 'Buying a car in Montenegro as a foreigner'.

Technical inspection

For registration you must prove that the car is roadworthy. The inspection takes place at an authorised inspection station. If the car fails, fix the fault and return for a repeat inspection.

The price is set by a government decree and depends on engine size. An older study from 2019 gives 10–15 € for a passenger car. Newer expat guides give 30–50 €. Ask the station for its current price list. Before the inspection, check the lights, tyres, brakes and exhaust emissions.

Compulsory insurance and the green card

Motor third-party liability insurance (AO) is compulsory. You attach proof of insurance, including the green card, to the registration request. You can buy the policy from an insurer or an agent, often at the same station where you do the inspection.

The premium depends on the vehicle (type, power, engine size) and on your premium class. A bonus-malus system applies. A first-time insurer pays the full base premium. Each year without a reported claim moves you to a lower class, with a maximum bonus of 30%. A reported claim moves you up. Ask several insurers for an exact price.

Fees and charges at registration

Besides the inspection and the insurance you pay state and local charges. According to a 2019 review these are: the annual vehicle use tax (depends on engine size and falls by 5% for each year of vehicle age, to a maximum of 50%), the road use fee (depends on engine size), the registration certificate form, the sticker, the fee for the Roadside Assistance and Information Service (SPI), and an administrative fee.

The amounts change. In the 2019 review, the total cost of renewal for a 1,600 cm³ passenger car, with insurance, was about 260 €. Without insurance it was about 85–90 €. Today the figures differ, so ask the station for a calculation. The 2019 review did not list a separate environmental fee. If your calculation includes one, ask for the legal basis and the amount.

Where to register a vehicle

You can submit the request at the competent local office of the Ministry of Interior (MUP) or at a technical inspection and registration station. Such stations exist in most towns, including Podgorica, Nikšić, Budva and Bijelo Polje. Many offer a full service in one place: inspection, insurance and registration.

You can authorise the station to collect the documents and plates for you. Bring your identity documents (foreign citizens also bring proof of residence), the registration certificate, the contract, proof of tax payment, the inspection certificate and the insurance policy. Confirm the document list for your case by phone before you go.

Deadlines and fines

Deadlines to know: 15 days to file the tax request after a purchase, 10 days to pay under the decision. Ask at the station or at MUP whether, and for how long, you may drive while the registration request is processed. A private person who does not file the tax request in time can be fined 300 to 2,000 €.

Renew before the registration expires. Driving with an expired registration or without valid insurance is an offence. Check the fine amount in the current regulations. Write down the expiry date and do the inspection a few days early. Stations can be busy before holidays and in the summer season.

Registration for foreigners, and choosing a car

A foreigner who registers a car in their own name usually has to show a temporary or permanent residence permit. Expat guides say the registration is valid only until the permit expires, so plan the permit renewal and the registration renewal together. Confirm this at the MUP office.

It does not hold money and it does not guarantee the condition of a car. Before you buy, ask the seller if the inspection and the registration are valid and until when.

Frequently asked questions

How long is vehicle registration valid in Montenegro?

One year. The registration certificate and the sticker are each valid for one year. You renew them every year after the inspection and the insurance.

In what order do I do the inspection, insurance and registration?

First the technical inspection, then compulsory insurance, then the registration request with the fees paid. For the first registration after a purchase, you first need the notarised contract and the sales tax.

What if the car fails the technical inspection?

Fix the listed faults and return for a repeat inspection. You cannot renew the registration without a passed inspection.

How much does annual registration cost?

It depends on the car. A 2019 review gives about 85–90 € without insurance for a 1,600 cm³ car. Expat guides estimate 50–100 € plus insurance. Insurance is the largest item. Check current amounts at the station.

Can I register a vehicle in another town?

Registration is handled by the owner's place of residence. You can usually do the inspection and buy insurance at any station or insurer. For the registration request itself, ask the station or MUP where to submit it.

What if I renew the registration late?

A vehicle with expired registration must not be driven, and driving it is an offence. Renew as soon as possible: do the inspection, insure the car and submit the request. Check the fine in the current regulations.
